The UN Special Rapporteur on the protection and promotion of the right to freedom of opinion and expression, David Kaye, is studying the scope and protection of artistic freedom as a component of the right to freedom of opinion and expression. The outcome of the study will contribute to the report of the Special Rapporteur to the 44th Session of the Human Rights Council in June 2020.

This survey is intended to elicit responses from individuals and organizations familiar with or confronted by restrictions on artistic freedom, particularly (but not exclusively) in online space. Please respond to the questions as you see fit and, if appropriate, upload any recent work on the matter for review by the Special Rapporteur. This call for submissions will serve to help develop the broadest possible understanding of both the scope of the issue and possible recommendations for addressing restrictions. Any and all responses provided before January 31, 2020 would be greatly appreciated.

Furthermore, please note that, while every precaution has been taken on our end to ensure the protection of data within this survey, we fully recognize and appreciate users wishing to protect their anonymity. As such, while identification will be helpful for our research, please do not feel it necessary to provide identifying information. Those who wish to separately share information with the Special Rapporteur may do so at artisticfreedom@protonmail.com
